By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

Many apps within TDE (e.g. Kwrite, Quanta, etc.) will save a backup file by making a copy and appending a tilde (~) to the end of the name of the copy. This should be optional, and there should be a way to turn it on and off at will.

Both kate and kwrite provide the option to disable backups. I don't see any option in Quanta Plus. However, looking at the quantarc config file, seems Quanta Plus inherits the backup attributes from kate (section [Kate Document Defaults]).

Hmm, I did not see those options in Kate or Kwrite. I'll have to check again, though, it's possible I missed them since I was drunk with tiredness.

It should definitely be an option in all apps, though.

Changing it in Kate carries over to Quanta, however it cannot be changed directly through Quanta.

It may be useful to allow the user to set his/her/it's own Global Default, then change it on an app-by-app basis. For apps like Kate that allow "profiles", it would also be useful to change it per-profile.

Kate, KWrite, Quanta all offer the options to disabled backup (in Quanta use settings -> configure editor -> open/save).
Bug closed.
