This seems more broken than originally perceived.
When AutoLoadImages=false, the akregator welcome image is void of any images, as described in bug report 1266 and shown in attachment 930 [details] of that report.
The AutoLoadImages key should only affect RSS articles, not the entire app.

Patch to provide checks box controls for autoloading images and enabling favicons
This patch provides GUI check boxes to control autoloading images and enabling favicons. The new check boxes are in Settings->Appearance.
The controls correctly update the user's akregatorrc file.
The autoload image check box does not yet allow images in the welcome page while blocking images in the feed articles. Thus far the control works correctly but is all-or-nothing.
The enable favicon check box does not yet control fetching favicons. Although the akregatorrc file changes to EnableFavicons=false, the icons are still fetched and displayed.
Patch in attachment 1046 [details] pushed to GIT in commit a69ed77a.
The patch does not fully resolve the bug report.
The load images check box currently is all-or-nothing. That is, when enabled the option does stop images from being loaded in the RSS feed but also prevents images in the akregator welcome html page. The check box for favicons toggles the rc file setting but does not yet have any effect.
