By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

The global desktop file is set to Autostart=true. The only method I have found to disable autostart is manually edit the user's tdenetworkmanagerrc file.

Several system tray apps provide such support indirectly when selecting Quit from the respective popup menu. A subsequent dialog appears asking whether to start again during the next login. Klipper for example. Such a method would be acceptable for tdenetworkmanager too.
