By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

After a rebuild of tdepowersave with full debug enable, I decided to try kdbg. Opening the executable kdbg, reads the symbols and tells you it has completed reading symbol. The title shows tdepowersave and all looks ready, but there are NO active menu options at all to run or execute the program. It's like a connection is completely missing.

Fixed in commit 0b9cc25.
After starting Kdbg, you need to select an executable first. Then all options will become available.
The option "Attach" should be available regardless. I have filed bug 2044 for this and other required improvements, to be done after v14.0.0 is out.
Also refer to bug 1953 for investigating the possibility to update Kdbg to 2.5.4.

Not fully resolved. For example try to open Konsole in Kdbg: the same problem is happening.

Fixed in commit 8b81bdc. Gdb detection is now aligned to what is done in Kdbg v2.5.4
