By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

I remember seeing this problem when working on bug 1825 (unrelated to this bug).
Two days ago Slavek pushed commit eb07de8, which I think fixed exactly this problem (Slavek, can you confirm/comment on this?)
Perhaps the nightly build packages have not yet been rebuilt with the change.

Your files /usr/bin/plasma and /usr/bin/plasma.kde4 are regular? Or one of them is symlink?

My patch from the past few days addresses cleaning diverts that were (erroneously) as local - applies, for example, to update from 3.5.12. But this bug report looks like another case.

I hope that the problem will be resolved by commit 71bb0a3c (tde-packaging).
