By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

Starting tdewalletmanager tries to write to /etc/tqt3:

Output of tdewalletmanager:
  5 TQSettings::sync: failed to open '/etc/tqt3/tqt_plugins_3.5rc.tmp' for
  6 writing
  7 TQSettings::sync: failed to open '/etc/tqt3/tqt_plugins_3.5rc.tmp' for
  8 writing

Desired outcome: Only reading, no writing to /etc

As well as tdewalletmanager, this also happens every time on starting konsole, Control Centre, kpdf, konversation, kcharselect, kaffeine, to name but a few.

also sometimes with Konqueror, can't work out the circumstances though.  Just opening konqui with my blank home page can cause it.

Each of the above causes up to six attempts to write to /etc/tqt3/tqt_plugins_3.5rc.tmp

Hope the OP will excuse me changing his bug subject as it seems this error is of wider applicability.
