By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

This seems like something that I ought to be able to find somewhere in the numerous modules in the TDE Control Center, but I can't find it anywhere.

For quite some time, I've noticed a "background image" in Konqueror when using it as a file manager (noise.png or something like), and I've been searching for quite some time to figure out how to diable that without editing config files. I could not find it anywhere, nor could I find an option to change the "background color".

I eventually resorted to editing ~/.trinity/share/config/konquerorrc to disable the background image, then logged back in to TDE to find that Konqueror's background was completely black without the background, rendering icon labels completely unreadable. I had to log back out and edit the same file to make the background white.

I think there should be an obvious option for this, possibly under TDE Control Center -> TDE Components -> File Manager -> Appearance (since this appears to be where Konqueror -> Settings -> Configure Konqueror... -> Appearance seems to come from). For the color option, I think it should provide a choice of pulling from the "Standard Background" setting under TDE Control Center -> Colors or settings a separate "custom color".

There is an option to set the background in "View -> Configure Background", but IMO it is not intuitive. It should be somewhere under settings and should also offer the choice of disabling any background completely.
