By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

OMEMO was recently developed as a replacement for OTR encryption with support for multiple recipients. Supposedly it was submitted to the XMPP Standards Foundation, but I can't find the XEP anywhere. It has already been implemented in a few places, though:

After a quick bit of searching, I found the XEP. It hasn't been approved (yet) by the XMPP Standards Foundation, it still seems to be awaiting review.
