By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

Had to remove a 0 from the project Configure Options - C - Compiler flags 

Also had to copy /usr/bin/libtools over libtools in the project debug directory

Can you add some more details? For example which example project you used, which version of TDE (it says R14.1.0 but KDevelop is now called TDevelop, perhaps just an oversight) and so on.
Screenshots would be super useful :-)
