By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

I am attempting to set a new system up with TDE but I have been using a single script to install everything. I noticed during the running of this script that the keyserver is not responding:

Although I have gone on to finish the installation, the problem is that any installation I try to do from the TDE repos fails if run automatically. Is there a problem with the keyserver or do I have to start adding --allow-unauthenticated to everything?

The line used to add the key is one taken from your site:

apt-key adv --keyserver keyserver.quickbuild.pearsoncomputing.net --recv-keys F5CFC95C

Dns translation should now be back in order. Alternatively, you can manually download and install the package:
 http://mirror.ppa.trinitydesktop.org/trinity/trinity-r14.0.0/ubuntu/pool/main/t/trinity-keyring/trinity-keyring_14.0.4-0ubuntu16.10.0+0_all.deb
