libjasper1 in TDE deps-r14 in 14.0.4 for stretch has version "1.900.1-debian1-2.4debian9.0.0+3" which is less than the version of libjasper1 in Debian jessie which is "1.900.1-debian1-2.4+deb8u3". If successfully overridden with apt pinning this then results in warnings about downgrading and later about 1 package not upgraded.
