By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

In the Panel Configuration window (opened with right click on TDE menu button) the "Apply" button closes the configuration window. This is not how apply button is expected to behave - it should apply the settings without closing the current window. This is how all other windows in TDE behave but this one seems to be an exception. If for whatever reason it is impossible to apply the settings without actually closing the configuration window then the "Apply" button should probably be removed.

Hi Jan,
are you talking about the Menu config page in TCC that you get from right click on panel -> Configure Panel?

Yes, that's the one. After some more testing I realized that for some options Apply works as expected, whereas the ones for which it doesn't are the options that require restarting the panel (I only noticed that it gets restarted on a slower PC). I'm leaning towards closing this ticket as invalid.

Yes, exactly. Apply works for most of the options, except those that require restarting kicker.

I will mark this as duplicate of bug 3082 which reported the same issue.
