By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

the package knetworkconf-kde3 cannot be installed which, on my system, breaks the whole install of the kubuntu-desktop-kde3 package. There are other packages that depend on knetworkconf-kde3 that in turn cannot be installed. 

It appears that the issue is related to an icon file, knetworkconf.png that is present in the KDE4 package.
