By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

In KGPG, when I go to Settings -> Configure KGPG -> Keyservers, it shows two default keyservers. When I first setup KGPG, one was the keyserver I'm using in my gpg.conf, and the other was a different keyserver.

I clicked the one I wanted and set it as the default. After, I applied, clicked OK, then went to check it again, and it showed my default keyserver twice in a row, and both were marked as the default.

I removed the duplicate, along with the other keyservers, then applied, OK'ed, then went back, and again it duplicated my default (but the others didn't come back).

Quitting KGPG and reloading keeps both duplicate entries as the default.

I removed ~/.trinity/share/config/kgpgrc and achieved the same exact behavior described above.

I tried exporting my key to the keyserver both before and after I tried marking my keyserver as the default, and both times it exported to the correct server (the one I'm using in gpg.conf). I also tried searching the keyserver. It appears it has no problem using the correct server regardless of whether both defaults are the same or different.
