By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

The result is the help page looks like there is no top image. Scrolling up reveals the image, but selecting the next page results in the same behavior.

just to make sure we are talking about the same thing. Example is Trinity Control Center -> Regional & Accessibility -> Accessibility -> "Bell" tab: clicking the help button opens the related help page, but not at the top of the page. Is this what you meant?

This should only happen for multi-tabbed pages and the reason is that for each tab we try to open the help page at the related paragraph. That was intentional.

To all, what is your preference?

This is not just for multi-tabbed. Try the following: Open user guide for Konqueror and then using the list switch to Kopete user guide. In 3.5.13.x user guides was openned at the top of the page.

Ah ah, I see. This is something different then, I guess must be related to the changes that Tim introduced to handle multi tab pages.
I will work on this during the week.

Try this:

* Open KHelpCenter.
* In the Contents tab, open any application handbook.
* Select a different application handbook.

Or:

* Open Konqueror.
* From the Help menu, select Help.
* Select the Next link two times to view Chapter 2 Konqueror Basics.
* At the bottom of the page, select the Home link.

The handbooks open at top heading and not the top of the page.

The problem was introduced by commit 687b1460 which address bug 2188.
Commit 1329f47 (master) and c656ead (r14.0.x) solve the problem, while at the same time keeping bug 2188 happy.
