You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs

Hey, I am using ubuntu vivid, nvidia geforce gtx 670, dual monitor setup
Panel pops up above full-screen video when video app (chrome - HTML5 or flashplayer, vlc, smplayer) loses focus (full-screen video on one monitor, start using apps on second monitor)!
