By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

I have a Corsair keyboard with a volume adjustment wheel, rather than keys that need pressing.  However KMix is stepping by around 10% and this increment seems to be hard-coded.  I'd like to dial this back to have finer adjustment, perhaps in 1% increments.

Am I missing something on this?

Seems like routine sort of code plumbing exercise to get this done.

I can go look at KDE4 KMix is doing, if necesssary.

Assuing the keyboard is generating XF86Audio events, that 10% matches the values in the code. Using Ctrl+wheel should allow 1% volume adjustment.
It works with keyboard shortcuts, hopefully also with your keyboard.
