By default, Bugzilla does not search the list of RESOLVED bugs.

When attempting to add a simple program (not in TDE list) to the panel, I click on the button to change the icon.  It gets to 68% with Crystal SVG icon theme selected, 63% with Tela icon theme, 65% with Adwatia icon theme, but in any case the process never completes and has to be killed and kicker restarted.  Due to this it is impossible to get the icon changed.

seems to work fine here. How about if you right click an item in Konqueror, go to properties and try to change the icon there? same issue?

If I go through Konqueror and try to change the icon for a folder or file, it seems to work flawlessly.  However, when you try to change the icon for a kicker application launcher (Non-TDE Application Configuration), it freezes when loading the icons.  

Similarly, it freezes when you try to change the Menu Icon in Trinity Control Settings.  Desktop -> Panels -> Change menu icon.  Instead of kicker freezing with this, Trinity Control Center freezes and has to be killed.  

With my current icon pack, it's only getting to 33% before hanging loading the icons.  I've tried with the default crystalsvg icon set, but it only changes the percentage at which it hangs, doesn't seem to matter as to the outcome.

Note that either kicker of "Select Icon - Trinity Control Center" spins up to 100% of one CPU, give or take, before it has to be killed.

I can't replicate this issue here. Something you could try is to remove all icon sets in your system except crystal and see how it goes. If it works, you then add back one set at a time and see when it stops. Perhaps some specific icons are trigger this behavior.
