By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

When launching Adept Package Manager, when clicking "Adept", then "Manage Repositories", nothing happens.  Adding repos in Adept Installer still works okay.

Can you please verify that this behaviour persists in the latest version of Trinity (currently 3.5.12)?

I am closing this bug. I cannot reproduce it with the latest SVN, and without more information we cannot track down any issues that may still exist. Being open for a few years it is high time to close it.
