By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

The font and color of tasbar text cannot be changed. This makes it hard to see the text when the panel is transparent with a dark wallpaper because the text on the taskbar is black.

Would you please provide an example? That is, which wallpaper, themes, and color combinations will demonstrate how the text becomes difficult to read.

Not sure for TDE 3.5.13, but for the upcoming TDE 14.0 the taskbar text color can be changed from the taskbar configuration page using the "Use custom colors" options.
Also the font can be changed from Control Center -> Appearance & Themes -> Fonts -> Taskbar
