By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

Create a simple form at the web site for people to submit bug reports. The form should request an email address. Have the bug report go to a queue where team members can review. If the bug seems valid or is verifiable, forward the report to the bugzilla.

Basic human nature: many people will not join a bugzilla to report an occasional bug. Most of those people will complete an online form. Make bug reporting easy for non team members.

The only problems I have with this idea are:
1.) Spam.  People love to send spam.
2.) Most people tend to submit incomplete bug reports.  This idea would make it so that we have no choice but to ignore the invalid reports, which I an see adding to our overall workload (to process the invalid reports) with no benefit (because they are invalid).

Let's throw this idea to the list members. I like the idea of making this easier for non members, but I don't know what solutions will provide that. :)

For best tracking and avoiding spam, I think bugs should be reported to the bugszilla in first place. As an alternative, there are the mailing lists.
