By default, Bugzilla does not search the list of RESOLVED bugs.
You can force it to do so by putting the upper-case word ALL in front of your search query, e.g.: ALL tdelibs
We recommend searching for bugs this way, as you may discover that your bug has already been resolved and fixed in a later release.

kconf_update creates an empty profile directory even when used only with the --help parameter. The help parameter is information and should not create anything.

Spent several time looking into it yesterday. 
The config folder is created whenever a call to TDEConfig, i18n or TDELocate is used. Given that these objects or functions are so deeply usedin TDE, it is basically impossible to be logged in into TDE without having such folder.
Spending additional time to dig up the exact point of the creation is worthless, you would get the config folder recreated as soon as you do almost anything in TDE. Switching from Konsole to Kate for example is enough to get the folder created.
